Robert David Jaffee: Jesse Jackson Jr.'s 'Bipolar Disorder' Should Be Evaluated by Prosecutors

To paraphrase the late Ronald Reagan, there they go again. Reagan, who used that line in a completely different context against Jimmy Carter in 1980 and Walter Mondale in 1984, could not have imagined a time when another Democratic politician would join a list of bad actors in attributing his atrocious behavior to mental illness, specifically bipolar disorder.

The latest news on the Jesse Jackson Jr. front is that the former Illinois Congressman's attorneys may attempt to bar federal prosecutors from having their own medical experts evaluate Jackson. This scenario could end up occurring if Jackson's attorneys raise his supposed bipolar disorder as a mitigating factor in sentencing.

As we all recall, Jackson pleaded guilty on federal charges of pilfering for personal use $750,000 in campaign funds. He resigned from Congress this past November.

Jackson could face 46 to 57 months in prison, while his wife, Sandi, a former Chicago alderwoman, could face one to two years after pleading guilty to filing false income taxes.

The Chicago Sun-Times reported that the former Congressman's attorney Reid Weingarten objected to the possibility of Jackson's being evaluated by the prosecution's experts at the upcoming July 1 sentencing. Weingarten stated that Jackson's mental illness is "not controversial."

That is funny.

If Jackson were so comfortable with his supposed bipolar disorder, if his condition was truly lacking in controversy, then why, as I wrote last year, was his admission of mental illness so "tortured"? Why did Jackson first reveal that he was suffering from "exhaustion," then later "mood disorder," then finally "bipolar disorder"?

While it is possible that Jackson does indeed have such a diagnosis, I am quite skeptical about it and believe that the prosecution should by all means use its own experts in assessing Jackson's condition.

As I wrote last year, it is appalling that so many celebrities including former Rep. Jackson, former Rep. Patrick Kennedy, Mel Gibson and others have tried to excuse their violent and/or irresponsible acts by citing their supposed bipolar disorder. The reason I keep using the word, "supposed," is because so many of these celebrities have never indicated that they had a mental disorder until after they behaved badly.

At best, they are cowards for failing to reveal their diagnosis long before their criminal or destructive acts. At worst, they are liars too. Either way, they defame those of us who actually have a diagnosis and have never committed a crime, let alone been violent in our lives.

As I have written numerous times before, I was once diagnosed with schizophrenia, a diagnosis that may not have been correct but one that reflected the severity of my psychosis, in which I thought that I was being framed for a series of murders sweeping the nation. It is more likely that my diagnosis is major depression with psychotic features. In any event, I have never been violent in my life. And that is true of the vast majority of people who have been diagnosed with a psychotic disorder.

Still, as I wrote last year, it never ceases to amaze me that people like Jackson, Kennedy, Gibson and others never admit to having a psychotic illness such as schizophrenia, schizoaffective disorder or major depression with psychotic features. The reason is obvious. They know that words like "schizo" and "psychotic" have historically terrified everyday citizens, including constituents, whereas "bipolar disorder" and "manic depression" sound relatively palatable and innocuous.

In fact, all of these conditions, when they are legitimate, are severe and can lead to suicide. No one should ever wish to have such a condition. I have tamed my illness, but not before coming close to taking my life in 1997 and 1999, when I had psychotic breaks.

Incidentally, I have met numerous people with schizophrenia, bipolar disorder and other serious mental illnesses. To the extent that they have ever been violent, it has typically been when they have misread a situation. Rarely have they planned acts of violence, let alone federal crimes. This is another reason why I have my doubts about Jesse Jackson, Jr.'s diagnosis.

Perhaps, I am wrong. Perhaps, I am being overly skeptical. Yet I wonder how the ex-Congressman and his wife could engage in "3,100 illicit transactions," according to federal authorities, as the Sun-Times reported. One mistake is one thing. But 3,100 illegal acts is another.

To cite Bob Dylan, Jackson may just be "another politician pumping out the piss." And federal prosecutors have every right to evaluate him with their own medical experts.

As Florida Bill Looks To Aid Feral Cats, Opponents Claw Back

In state legislatures around the country, lawmakers are debating important subjects ? education reform, election laws, gun control and abortion. But in Florida, one of the hottest issues to come before the Legislature this term involves cats.

There, lawmakers are considering a contentious bill that would offer legal protection to groups that trap, neuter and return feral cats to their colonies.

An Alternative To Shelters

Larry Wasserscheid, a volunteer with a Miami group called The Cat Network, has brought a stray cat to a church parking lot in the city's Little Havana neighborhood.

"This cat was at the Hurricane Cove Marina and Boatyard, where I was working on my boat and found five cats. And this is the fourth one that we're getting fixed here," he says.

The Cat Network is here every month, offering free spaying and neutering. There are more than 40 volunteers like Wasserscheid ? people who trap the strays and bring them to the group's mobile vet unit to be fixed.

The group operates a trap-neuter-return program. It's actually more than a program; it's a movement that began in England and has spread throughout the U.S. since the 1990s.

Megan Clouser, the organization's president, says it started as people became aware of all the stray animals that were being killed in shelters.

"Unfortunately, we've been doing that for about a hundred years now," she says. "So why not try something that keeps the animals out of the shelter and keeps them sterilized so they aren't reproducing?"

Inside the mobile unit, a vet and her three assistants are busy. There are a dozen cats in carriers. One by one, the cats' stomachs are shaved. Clouser says they're given rabies shots, sedated and then either neutered or spayed.

"In addition to the actual sterilization, they also get the ear tip, in which the left ear is clipped ? it goes straight across. And then anybody who's involved in the trap-neuter-return program will know that that animal has been sterilized," she says.

Clouser calls it a labor of love: All of those involved are volunteers, doing it because they like cats and want to help.

'A Nightmare For Us'

But not everyone thinks those activities are a good thing.

"It's just been a nightmare for us," Charles Hall said at a recent hearing before a state Senate committee in Tallahassee.

Hall said he and his wife lived next door to a colony of 40 to 50 feral cats. The noise, the nuisance and the smell were a big problem, he said, and he worries that trap-neuter-return programs aren't helping.

"We no longer have rights," Hall said. "The cats have taken over our rights."

The bill before Florida's Senate, brought forward by community cat groups, would protect and promote trap-neuter-return programs by removing an obstacle that the groups say has halted these programs in some areas: a state law against abandoning cats.

Denise Lasher works with Best Friends Animal Society, the organization that helped write the bill. "All we're doing is clarifying that, under the definitions of community cat program, [trap-neuter-return programs] would not be abandonment under the state law," she told the Senate committee.

Opponents Question Program's Benefits

There were plenty of cat lovers at that hearing, but almost an equal number opposed to the bill. Some cited a threat to public health.

But the best-organized opposition to the Florida bill comes from those with their own furry and feathered creatures to protect: wildlife groups, especially those that represent birdwatchers.

Bob Johns of the American Bird Conservancy says that although cats make nice pets, they don't belong in the wild.

"Feral cats are not native to North America. And they frankly did not evolve in this environment," he says. "So wildlife never evolved any defenses against this predator."

A study published earlier this year by the Smithsonian and the U.S. Fish and Wildlife Service found that outdoor cats are the leading cause of death for birds in the U.S., killing between 1.4 billion and 3.7 billion birds annually.

What's not clear is whether trap-neuter-return programs actually reduce feral cat populations. Some studies show that, even when they're targeted by the programs, cat colonies often continue to grow.

Dozens of cities around the country and a few states have adopted laws and ordinances supporting trap-neuter-return programs. Wildlife groups are hoping to block the legislation here to stop Florida from following suit.

Corey Ellis announces candidacy for Mayor of Albany

ALBANY ? Former Mayoral candidate Corey Ellis is no longer a former candidate. He announced his candidacy for Mayor of Albany on Friday at Hotel Albany for the upcoming election.

?I am renewing my commitment to stand up for a more transparent, efficient, and effective government, and to make sure we are one city, one Albany,? he said.

At the announcement, he discussed issues currently faced by residents and his vision for the future of the capital city.

In the 2009 mayoral race, he was beaten by 1,600 votes, he said.

He has since co-founded the Capital Region Black Chamber of Commerce, focusing on local socioeconomic issues for small businesses. He has also called for term limits in the city.

He would be running against Kathy Sheehan in the race, and it remains unclear if Jennings will run for re-election.

?I will continue to build bridges and listen to concerns, hopes and dreams of all members of our community ? so we can create a city that is poised to meet the challenges of today and the future, while truly reaching our full potential as the capital of this great state,? Ellis said. ?I believe in the citizens of this city. As a resident, a neighbor, a public servant, I am prepared to support you and make tough decisions to renew Albany for our future, now.?

A resident of Albany for 42 years and former city councilman, he is a lifelong Democrat. He earned a bachelor?s in political science from Fordham University.

Search for LA kidnap suspect extends to Mexico

-- The search for a man suspected of kidnapping a 10-year-old girl from her Southern California home and sexually assaulting has extended to Mexico after he was spotted crossing the border.

Police spokesman Kevin Maiberger said Friday that video showed Tobias Summers, 30, at the Tecate border crossing east of San Diego.

Police said the video was taken after the abduction, but will not release when it was recorded.

The Los Angeles Times reports Tijuana Police Department have distributed "wanted" posters with Summers' image, and police in the Baja California cities of Tecate, Ensenada and Rosarito Beach have been put on alert.

In the video Summers was wearing a hat, Maiberger said.

Police believe Summers has shaved his head or has closely cropped hair.

The girl vanished from her Northridge home in the early morning hours of March 27. She was found about 12 hours later wandering near a Starbucks several miles away.

Summers is charged with kidnapping, nearly three dozen counts of sexual assault and burglary. He's described as a transient with a criminal record including convictions for burglary and grand theft.

An alleged accomplice is in custody. Daniel Martinez, 29, has pleaded not guilty to kidnapping and burglary.

Fine Dining on a Budget at Bastianich's Becco Restaurant in New ...

Becco - Table 3-13Where to dine in New York?City?? Too many choices.? My first choice was Felidia, Lidia Bastianich?s?flagship restaurant.? I was lucky to dine?at Felidia and meet Lidia herself at a?business meal?nearly twenty?years ago and I remembered it being outrageously good authentic Italian.? But without an expense account this time, I couldn?t get my sweetie to go for this splurge.??So I?poured over The Michelin Guide to discover Bastianich?s?spinoff restaurant, Becco in the theatre district.

The Michelin?description?that caught my eye was:??Becco,?a Bastianich-owned?(Lidia and son Joseph, judge on MasterChef)?restaurant. ?Bargain hunters should indulge in the $25 wine selection, $22.95 dinner prix-fixe, or try the sinfonia di pasta, an unlimited amount of the chef?s three daily pastas?. ? This fed right into my sweetie?s bargain sensiblity?and my curiosity about their?brilliant marketing strategy. ??As we passed by theatre stalwarts, Orso?and Joe Allen?s, I remembered why I love New York.? Great restaurants, one after another are there for the taking, provided your credit card won?t max out.? When we walked into Becco, it was crowded at 8:30, long after the theatre crowd had departed.? There were several homey rooms that made you?feel as though you were dining in Italy.? You notice crowded?tables?and many wine racks lining the walls.? As soon as we sat down, we were served a bowl of?various?kinds of?Italian olives, a delicious bean dip and a basket of crusty Italian bread and?crispy breadsticks.

The wine menu listed at least 50 bottles of Italian wine, all $25. Wow! I?ve?never?seen this before! ? I imagine that Bastianich is importing a lot of Italian wine for all her restaurants, so?she can?buy a variety of wines at low prices.? This results in bargains for her diners and an entire bottle of wine for my budget instead of?two $12 glasses of wine.? Nice!

I?ordered the $22.95 Sinfonia di Pasta which included the Antipasto Misto or a?Caesar Salad?and was pleasantly surprised.? A few minutes later, I?was served an antipasto?plate that was quite plentiful and high quality.? I enjoyed?marinated veggies ? mushroom, roasted pepper, eggplant, yellow beet,?a fresh oven-dried tomato, bocconcini?mozzarella, cannellini?beans and?haricot vert with a horseradish sauce.? In two?separate bowls I was served marinated octopus with red onion?and what I thought was a piece of salt cod?known as?baccala.? Very impressive value for a starter course.

It was wonderful to be serenaded by a continual flow of waiters serving freshly made pasta.? Tonight?s offerings were a freshly made spaghetti with a fresh tomato sauce.? a mushroom and ricotta ravioli that is made fresh every day and rigatoni?in a bolognese?sauce.? The quality was superb!? This is not the fussy plated meal of specialty ingredients?I would have eaten at Felidia, but the quality of the fresh and simple?ingredients made it a?delicious and affordable meal ? even in New York City.

I was impressed thinking about how much fresh pasta must be made each day to serve these hungry and plentiful diners.? The waiter told me that the spaghetti and ravioli are made fresh every day on the premises.

The next time you are in New York City, make a reservation at Becco.? It?s an easy walk from Times Square at 355 W. 46th Street. ? Come hungry, eat, drink and be very happy when your?bill arrives.???Better yet, go early and walk down the street to see a famous Broadway show for the full New York experience.
